what did you use to produce your key? Was it Putty-keygen or Cygwin or from Linux box? So i can update my guide
I produced the key using an earlier version of PuTTY (0.56). The key had been submitted to OOo weeks or months ago, and approved. I did not need to make another. Once I had developer status, and the right connection info, it worked on the first try.
