Yes, it is. And it is important that people raise such issues on the
list. In addition, I'd like to point out that the guidelines also say
that it is the lead and co-lead's job to maintain a friendly and
amicable atmosphere. Hence, failure to do so is one of the most
important reasons to bring a leadership dispute to the list.
