I think it's an excellent idea. In addition to making it easier to send people to a specific chapter that needs work, it would also make it much easier to keep track of the status of each chapter: which ones have been revised, reviewed, edited, indexed, final checked, and so on. I get totally lost in who is doing what in the main issue.

Finished chapters could be copied back to the main issue, if that seemed like a good way to consolidate them in preparation for putting togther a full book again.
