Most email discussion lists do not allow attachments. This is to avoid
viruses and to attend to those that are on low-bandwidth/expensive
internet connections.
If you wish to submit a document other than text in an email, you can
raise an issue (if there is not already one) and attach it to that, or
submit it to the Documents & Files area of the pertinent project. The
Documentation Project's area is here
