ATAG checkpoint A.3.3 reads on application documentation. See
particularly the note on section A.3.3-2.1, regarding the
documentation of keystroke commands. OOo documentation has issues in
this area.

ATAG Checkpoint A.3.3 For the authoring tool user interface, document
the user interface including all accessibility features. [Priority 1]
(Rationale)
Techniques for Success Criterion 1 (At least one version of the
documentation must conform to the minimum requirements (e.g., "Level
A") of WCAG, although it does not necessarily need to be located
on-line.):

   Applicability: This success criterion is applicable to all authoring tools.

   Technique A.3.3-1.1 [Sufficient]: Providing a complete version of
the documentation (e.g., on-line, on the installation media) as Web
content that conforms to WCAG 2.0 Level A.

Techniques for Success Criterion 2 (All features from Part A that
benefit the accessibility of the editing interface must be documented
(e.g., keyboard shortcuts).):

   Applicability: This success criterion is applicable to all authoring tools.

   Technique A.3.3-2.1 [Sufficient]: Documenting all aspects of the
user interface covered by Part A of these guidelines (including
keyboard accessibility, display configurability, etc.).

   Technique A.3.3-2.2 [Advisory]: Providing a documentation index to
accessibility features.

General Techniques for Checkpoint A.3.3:

   Applicability: Techniques in this section are not necessarily
applicable to any one success criteria, and may apply more generally
to the checkpoint as a whole.

   Technique A.3.3-General.1 [Advisory]: Providing additional forms
of help, including context sensitive help.

   Technique A.3.3-General.2 [Advisory]: Providing installation codes
in accessible electronic format, not just in the paper documentation
or printed on the installation media.
