Starting all major divisions on right (odd numbered)--recto--pages is a
universal US standard in publishing. Any deviations from that are
usually as a result of a decision to save a few sheets of paper for
printed copy.

In the event that someone doesn't know how style guides usually work:
The organization or publisher in charge of the documentation will
produce general and specific style guides for their own in-house use for
those items about which they are most concerned. These guides are
assigned the highest priority for those cases where conflicting "rules"
exist.
Within those guides are usually references to secondary guides to follow
for the vast majority of instances, not covered by the specific style
guides. The Chicago Manual of Style (15th ed.) could be a typical
general style guide; there are several others. These secondary guides
are in turn also issued priorities in the publisher's specific guides.
And for spelling purposes, a standard dictionary is often assigned, such
as Merriam Webster's Collegiate Dictionary (11th), for example.
