I use menu / toolbar customization heavily, so I can tell you that the
choices for saving (document or module) haven't changed since v.2.0.
One funny thing is that the choice for regular and master docs says the
same thing (Writer) but stores in different places. Haven't played with
Writer-Web features yet.
IMHO, the designers have missed a bet here, by not establishing a
library-type facility for menus & toolbars. As it is, the only way I
know to move a customized toolbar (aside from digging into the files) is
to save the standard bar in a dummy doc, save the custom bar in the
module, then save the (now-standard) bar in the receiving doc, and
finally restore the real standard from the dummy. Lot of work :-(
The only glitch I know of in this area occurs when CTL is enabled; I do
that to get the wonderful array of choices in the Insert>Formatting Mark
menu. The RTL and LTR icons refuse to become invisible, regardless of
check-marks.

I have now noticed that the drop-down menu for "Save in" on the Menus
and Toolbars pages of the Customize dialog gives as choices "OOo Writer"
or a list of the documents currently open in Writer. This suggests to me
that one *can* now save some customizations in a document (which can
then be saved as a template). I'm sure that in earlier versions of OOo
the choice was the component (eg Writer) or OOo in general.
More investigation is clearly needed! I'll do some samples later today.
(You may guess that I'm writing a chapter on customizing OOo.)
