Although it might not be the proper way to do it, I could move all headings
two levels up while reading the DevGuide.

According to Wikimedia.org and the styles example page at
http://wiki.services.openoffice.org/wiki/Documentation/Dashboard/Styles
level 1 headings on a wiki page should have the syntax ==heading==.
But I agree with Ariel that you should wait for a response from Clayton
before you change the structure.
