BTW:
1) The TOC doesn't link, for me. TOC or 3.1rc1 problem?
2) The article headings (HeadingArticle style) are omitted from the TOC
and the Navigator headings list. Deliberately?
3) Should internal Wiki links be to pages in this doc, or to the Wiki page?

Good points. The template/styles I used are still up for rework. The
goal I had for this particular release is mapping the Collection styles
(created by the ODT export from the Wiki) to something more
presentable... at the same time attempting to reduce the post-processing
as much as I can.
At this point there are still some basic issues that I've been focusing on:
- Images are not yet importing correctly - probably a render setting
- IDL links are not rendering properly - not handled well by the
render engine
- Heading levels still need to be manually adjusted
The TOC does not link. I haven't gotten to this yet. See my comments
below about linking to external webpages for one reason why I haven't
spent time sorting this out yet. If you're up to it, you're welcome to
fix this in the Basic Guide and upload the doc back to
http://wiki.services.openoffice.org/wiki/Media:BasicGuide_OOo3.1.0.odt
The HeadingArticle style has been omitted on purpose, pending the rest
of the styles/layout stabilization. I haven't spent a lot of time on
tweaking out the TOC. I figured this was best to leave as is until we
weed out the unused styles (leftovers from the old templates this was
built on).
Wiki links... this is one I've thought a bit about. I guess it depends
on how much post-processing we want to do on these documents, and what
reader type we want to target for these documents. Adjusting the links
takes time - and in something like the 1800+ page Developer's Guide, it
becomes a huge job.
By default, the rendered document links point to a specific
dated/versioned Wiki page. I started changing these to point instead to
the current wiki page, but this involved quite a bit of work to fix...
so I stopped and left them as they are.
(I could be off base on this, but this is what I was thinking yesterday
as I was working on the Basic Guide...) Since this document is designed
to be read offline - printed or read in an offline reader, there is not
much point in linking to external websites/pages. I would suggest that
we simply remove all hyperlinks. Treat this as a document to be
printed. This simplifies the post processing... a LOT. Ctrl+M on the
links to remove them, and we're done. If someone wants to follow all
the links to other web pages, he/she should be reading from the Wiki.
All up for discussion of course :-) This export process is still early
stages, and no specific steps have been outlined or nailed down (we
should/could start a Wiki page up for the procedure and provide a template).
