I think this process is still not right. Who are we? In ASF, even for PPMC, it is not an internal group. Anyone who did what tests should be noticed in the mail list, in order to help the dev community make decisions, the current release cut is good enough.
Your description of `WE` is showing the PPMC is still not clear about the ASF open community and open communication principles. In this case, still, all discussions and decisions happen in the shadow.
