[PROPOSAL] create a new repository for dolphinscheduler Kubernetes Operator

Hi community, in the past months a community contributor contacted me and he 
wanted to build a Kubernetes operator for DolphinScheduler, now he has a MVP 
version of the operator, I review the project, it looks great to me so I'm 
writing to propose a new repository apache/dolphinscheduler-operator, if you 
have any opinion please reply. This vote is a lazy consensus vote and we will 
wait for 72 hours.
