Update the test status for Intel part. dpdk23.11-rc3 all test execution is 
done. found five new issues.

New issues:
1. Bug 1326 - rxtx_offload/txoffload_port: tx_offload switch is opposite to 
expected  -> has been fixed
2. Bug 1327 - [dpdk-23.11] tso/tso_tunneling: tunnel tso setting to not take 
effect -> no fix yet
3. Igb can't rss when turn on vlan extend -> Intel dev is under investigating
4. cryptodev_qat_raw_api_autotest is failing only on SPR platform -> Intel dev 
is under investigating
5. dpdk-23.11-rc3 upstream: enq_deq_all_4K_events failed in test_dlb_params 
test suite -> Intel dev is under investigating
