I think all we need to do to close out the action item is put the
"Terminate DRAT" resolution in the August agenda.

I am confused by the meaning of "transfer the repo". The repo is
just a version control data store -- that isn't "transferring"
anywhere, since it will remain in Attic.
But you are welcome to fork some copy of the repo from Apache or
Github, or merge anything the project created into you own repo,
and then continue from there.
To be clear, Apache won't decide to transfer the DRAT name,
because that would be giving public property to a member.
What we do is abandon the mark, and trademark law says
we are not allowed to control use of an abandoned name.
Furthermore, the project is already on record as approving
your continued use of the name, which is binding on the ASF
even if we eventually get taken over by Evil Corp.
So, have fun, but we don't need to put anything unusual in
the board resolution.
