Summary: Queries fail due to bug in assignment code

There are some instances where there will be no work units assigned to minor
fragment. This causes the query to fail.
This is a regression due to the changes in the AssignmentCreator logic. It is
susceptible to hit this bug when the number of files is much larger than the
number of leaf fragments.
