Fix For: 1.2.0
After DRILL-3072, there is no need for the StatusReporter interface or
AbstractStatusReporter because there is only one implementation:
NonRootStatusReporter. This should be renamed to FragmentStatusReporter because
root and non-root fragments use this to report status to the Foreman.
