Folks, I have been working on designing the new resource manager. I have a *moving* design document living at [1]. Note that this is purely a work-in-progress, has a lot of incomplete pieces. In the meantime, however, you can get the broad idea of what we are targeting there as well as dropping your feedback on the side for further clarification, suggestions etc.
