Investigate and fix possible issues w.r.to updating the value vector  buffer 
writerIndex while reading from dictionary encoded parquet data for all data 
types. The issue is fixed for bigInt data type  (see DRILL-4759) . But, problem 
exists for other types in the same file 
ParquetFixedWidthDictionaryReaders.java.
