[~amansinha100] and [~paul-rogers] recommended we create a common utility for
performing schema comparisons (please refer to
[DRILL-6129|https://issues.apache.org/jira/browse/DRILL-6129]); this has the
following benefits:
* Ease of maintenance as various schema comparisons semantics are coded and
documented in a single place
* Consumers from different class hierarchies can share this utility
* Tests can be added to ensure the utility contracts
