This Jira is to track the refactor of StreamingAggBatch operator implementation:
1) There are various states which are used within the operator AggBatch and
template class which is making it harder to understand.
2) Add support for BatchSizer for StreamingAgg since today the output batch is
populated based on a static value for number of rows.
