The `winutils.exe` (Hadoop WinUtils) requires a `visual c ++ redistributable` (msvcr100.dll). There is 2 options: 1) Require to `visual c ++ redistributable` installation be user 2) Add msvcr100.dll for Windows x64 into `winutils/bin`
