Currently the number of partitions is determined exclusively by the
`HashJoinMemoryCalculator.BuildSidePartitioning` class. If you add new logic
then numPartition should equal the **min** of the value compute by
`HashJoinMemoryCalculator.BuildSidePartitioning` and any partition value your
logic computes.
