IMO given the 4 people mention in the JIRA to be contacted has all contributed 
less than 10 lines of code each I don't see this as holding up the release

No concerns here.

Dubbo is ALv2 licensed so contributions are automatically under the ALv2 unless marked otherwise at the time.

<10 lines is a very small amount of code.

The risks are about as low as they can get so I don't see any reason here to hold up a release.
