Yes.

Because the community would like to maintain a dedicate group to host
all the projects that related to Dubbo. Actually I am have no strong
opinion of where the group should be located. I am wondering if ASF
could provide such a group, and I am happy to encourage the projects
to move to such group.

Yes I agree that is there is a problem of the IP issues, and it is
hard to track the contributions of that group. I think it is worthing
some discussion on the list.

Comparing to last report period:

May: 138 emails, 23 topics, 35 participants

The number of mails/topics/participants are all increased. More people
are getting involved to the mailing list, and more discussion is
happening on the list.

Gtihub stats:

* August:  114 issues closed,  155 pr closed
* July: 181 issues closed, 56 pr closed
* June: 68 issues closed,  79 pr closed
* May: 106 issues closed, 75 pr closed

The stats shows more people are coming to Github, more pull request
are coming, issues are getting solved.
