Hi Community,

Recently we've added several committers in. I found that some of them
might have difficulties in following the documentation. I've received
some off-list request to explain the content.

While they could ask on the mailing list (private@ is better, because
they are not publicly announced as committer), I am thinking that we
should have Chinese version of the new committer guide, which might
help them easier to follow the process.

I remember that one of the PMCs has translated it before.  But I can't
find it. I suggest we put it to the official website for
developers[2].

I am also suggesting that we should move the existing guide to
official website, so that people could improve them by sending pull
request.
