version of Apache Dubbo OPS(Incubating)

Hello Dubbo Community,
  The first dubbo ops has been released with version 0.1, usually the
apache project releases follow the format:  MAJOR.MINOR.PATCH, so I suggest
to use version 0.2.0 for the next release.
