Enabled apache-rat-plugin, and fixed for all the reported issues, but the
plugin failed into dead loop finally, will investigate the root cause later.
As to font end, we will refer to Kylin's practice to avoid too complex
LICENSE/NOTICE due to lots of different dependencies, we will use bower
(https://www.npmjs.com/package/bower) to manage external dependencies. It will
take some additional refactoring work.
