It looks like there is at least 7 RC's listed on that page and one approved release 4.1.0 that was made after they entered incubation. Versions 4.0.4 and 4.03 and 4.0.2 and 4.0.0 are also listed, that's after incubation (on 2018-01-16) but I can not find any vote threads for them. 3.8.5 and below would be pre Apache releases AFAICS.
