I think Podling Constraints [1] requires the name of artifact to include "incubating", but not about the content of "RELEASE_NOTE.txt". The name of the current artifact is "apache-echarts-4.2.1-rc.3-incubating-src.zip", already including "incubating". If we need to add some title to the content of "RELEASE_NOTE.txt" (currently no title about the artifact), can I just modify it and create the next "general vote" directly? If it is not needed, we can just create the next "general vote" directly.
