This should move to the echarts.apache.org website.

You really should encourage the use of dev@echarts.apache.org if the user has 
questions about how to contribute or if a feature makes sense.

The Apache Legal Committee recommends the following should a developer wish to 
use code from a question or answer on Stack Overflow in the project. [1] This 
was discussed a few months back. [2] Here is the licensing from Stack Overflow.

The Echarts team should be aware of this requirement.
