Edgent currently uses iot-java 0.2.2
0.2.3 fixes
[iot-java/issues/81|https://github.com/ibm-watson-iot/iot-java/issues/81] and
we can clean up our IotpGateway.commandsForDevice() (see commentary there).
Pickup the latest version, review its changes to see if there are additional
opportunities, e.g. see EDGENT-388, update our binary LICENSE and NOTICE info
for it and its changed dependencies if any.
