it's been several days where the MqttOpenTest tests are failing due to an
unhealthy condition for the test.mosquitto.org public server.
I've seen a 20-40sec delay from CONNECT to CONNACT (e.g., mosquitto_pub -v) and
our tests time out without receiving any msgs/tuples. FWIW, once connected it
appears that msg publish/subscribe work w/o delays.
Don't know why the first 6-7 tests don't fail the connection check in
MqttOpenTest.setupAuthInfo()) but then the rest do and are skipped.
Switch the tests to use the public test server @ iot.eclipse.org
