Hello Manuel,

The localización of OOo was done by Sun.  The community 
concerns ourselves more with documentation translation 
and generation in Spanish.  However, just recently a 
project was begun to localize new documentation in 
conjunction  with Sun. 

Please go here, 
http://es.openoffice.org/servlets/ProjectMailingListList
and register in the project. (top right hand).

The login name that you give, will be assigned to you 
also as an email, <your_login>@openoffice.org

Once this is done, reply to the email that will be sent 
to you.  Once you get a confirmation, return to the same 
page, login and continue to sign up for the mailing 
list.  I suggest at minimum the discuss_es and the dev 
lists. The user list is sometimes interesting but 
translation conversations are mainly on the dev list 
which is bilingual.
