There are two types of "admin". 1) Via the REST API - the users with the roles can create other users via the API. This value is set in the properties file (I think). 2) Pool admin - this is the individual who has created a pool and can determine the rights of other users in that pool. Pool users with admin role can give other users the admin rights to that pool.
