Dear Etch developers, I initiated the migration to the new way of distributing releases (see [1] for details).
We can now commit our release candidates to https://dist.apache.org/repos/dist/dev/etch. A quick 'svn mv' to https://dist.apache.org/repos/dist/release/etch does the trick to publish the release. The release 1.3.0 will be the first Etch release distributed in that way. As setting up this new process has taken a few days, the release is not available yet, but should be available on the Apache mirrors soon.
