### Motivation
The `@TempDir` added in the [Build caching optimizations
PR](https://github.com/apache/eventmesh/pull/4689) caused tests to fail when
run on a Windows machine. The failure was due to the fact that the directory
could not be deleted because it was in use by other processes.
### Modifications
The resources holding on to the temporary config file that were preventing
the temp directory from being deleted are now properly closed.
