Description:
This is a very difficult to reproduce, but it happens in a multithreaded
environment (like Web). In fact PerThreadComponentHandler creates more than one
component at the same thread under a certain condition. I've fixed it long time
ago, but I've been waiting 'til ASF come up with a new home for Fortress.
