Spoke to [~shwethags] regarding this. Considering update works only on future
instances, the new bundle doesn't get created for a process with cluster
validity in the past. Even if the process's validity was in the future, only
the future instances would get updated, and the old instances would continue to
run with the old feed. So this is the reason why for a process with no future
instances, no new bundle is created, and the old bundle continues to run with
the old data.
