Wanted to add the individual in a separate JIRA. I will update the patch with
this bit too.
But, do you agree that going forward (for new clusters), we shouldn't really
mandate messaging interface? If messaging interface is missing, it just means
the user doesn't want notifications for any processes in that cluster.
