DONEWITHERROR is a terminal status, which means no more instances of that coord
will be created. So, technically, it is not "Active". It is, well, done :-).
Whether we allow rerun on that instance is different. That is checked as part
of WF/COORD_RERUN_PRECOND. That was my reasoning behind removing that.
