Currently we have references to non-Apache license complaint jars in Falcon
regression and other modules.
Though it should be OK to have compile time dependency, but given other
alternatives we should avoid referencing such jars, just to be double sure we
do not create a tarball with these jars.

CDDL should be ok (jaxb-api)
