Summary: Lifecycle Retention with invalid hadoop queue gets struck

If an invalid queue is specified for Lifecycle retention, the Feed Validator
accepts it, but the Retention job is paused without any error or notification
with the following error in oozie
JA009: org.apache.hadoop.yarn.exceptions.YarnException: Failed to submit
application_1446065158145_2601 to YARN : Application
