Summary: Remove or replace the placeholder Overview and User Guide

The Falcon site Resources list has two placeholder entries, Overview and User
Guide, that link to static pages that aren't styled like the rest of the site
and contain no useful information.
I suggest just removing those links from the Resource list until we have actual
content for them.
