Shouldn't there be a "How to contribute to the Falcon project" page somewhere?

There's also a page under the Falcon dropdown for SVN 
(https://svn.apache.org/repos/asf/falcon/), but it doesn't show the details of 
the SVN repository.

Is the website still in SVN while everything else is in git?

Is there anything anywhere that describes how the website is built?
