Description:
Safe mode needs to be implemented in falcon to let falcon go into safe mode
during outages and also help cluster update .
was:During outages/known issues, where jobs scheduled are expected to fail,
falcon still keeps retrying. There should be a global setting to stop retries
from further happening at a cluster level.
