One possible mechanism would be to have a Tag you could use to keep a given
JIRA out of the Changes list.
You would also have to decide whether to use the Summary in the Changes file or
have another way to provide an edited description without changing the
developer-facing information in the JIRA.
Or, perhaps you could include the description and the flag indicating whether
it goes in the release notes in the git information for the PR...
