    FALCON-1789 Extension Job Management: REST API

    Latest apache build fails. Tested REST APIs with @sowmyaramesh 's patch 
that fixes the current build error (https://github.com/apache/falcon/pull/97).
    
    Will add IT tests (FALCON-1905) and documentations (FALCON-1904) in 
separate pull requests.
