When HiveDR is executed with NN-HA enabled clusters (secure and unsecure), the
hdfs-site configuration that was sent from Oozie is not used in the
configurations for cluster validations causing it to fail. We need to use the
configurations prepared by oozie as actionconf.xml for validations of the NN.
The Oozie action conf will have the cluster specific hdfs-site configuration
