1> If ExtensionService is added in application.servcies but 
"extension.store.uri" is not set ExtensionService is initialized and Falcon 
Service is up and running.  Expected behavior is ExtensionService should not be 
initialized and Falcon Server start should fail.

2> Extension REST API/CLI should return "ExtensionService is not enabled" error 
if ExtensionService is not added in startup properties. Today it returns 
"Property extension.store.uri not set in startup properties"
