Creating release candidate for Apache Falcon 0.10 version

Hi Team,

As of today, there are no blockers or bugs on Apache Falcon branch 0.10. I have 
done end 2 end testing, and ran regression tests with help from Murali Ramasami.

 I will create a release candidate in next 24 hours if there are no objections,
