Summary: Use cannot resubmit a process with same name if the
bundle goes to Failed state

Similar issue was fixed for bundle in "KILLED" state, it is better if we can
revisit this problem and try to solve with new approach.
Steps to reproduce:
1. Submit a process with an Invalid EL expression in input or properties
2. Schedule the process.
3. The process schedules by launching bundle but it goes to FAILED state.
4. Delete the process
5. Fix the issue and Resubmit.
User can resubmit the process, as we only filter "KILLED/MISSING" bundles.
